Regular meeting of the Standing Interagency Commission on AML/CFT/CPF

On April 25, 2025, under the chairmanship of Zarif Alizoda, Assistant to the President of the Republic of Tajikistan for Legal Issues, and with the participation of representatives of relevant authorities, a regular meeting of the Standing Interagency Commission on Combating Money Laundering, Financing of Terrorism, and Financing of the Proliferation of Weapons of Mass Destruction (AML/CFT/CPF) was held.

In light of recent developments in the Financial Action Task Force (FATF) Recommendations — which primarily focus on the functions of national regulatory, supervisory, and law enforcement bodies in the field of AML/CFT/CPF — the Chair of the Commission emphasized the necessity of adapting the country’s national system. This adaptation is intended to ensure the consistent and effective implementation of the above-mentioned international standards.

It was noted that despite the progress achieved by the country in implementing the FATF Recommendations following the second round of mutual evaluations, the requirements in the third round will be further strengthened, and the FATF Recommendations will undergo reassessment during 2023–2024. The third round of mutual evaluation for the Republic of Tajikistan is scheduled for 2026.

During the meeting, participants reviewed and discussed a number of issues, including the implementation of the decisions outlined in the Memorandum of the previous session of the Commission; the second National Risk Assessment Report on AML/CFT/CPF in the Republic of Tajikistan; the Risk Assessment Report on Legal Persons and Legal Arrangements in the context of AML/CFT; matters related to information sharing between the Financial Monitoring Department under the National Bank of Tajikistan and law enforcement agencies; as well as issues concerning the application of sanctions lists, including the national list and the list maintained by the CIS Anti-Terrorism Centre. These reports were approved.

It was noted that the adoption of the country’s second National Risk Assessment Report (Recommendation 1 – Risk Assessment and Application of a Risk-Based Approach), as well as the first Risk Assessment Report on Legal Persons and Legal Arrangements in the context of AML/CFT (Recommendation 24 – Transparency and Beneficial Ownership of Legal Persons, and Recommendation 25 – Transparency and Beneficial Ownership of Legal Arrangements), is expected to contribute to improving the country’s rating under the above-mentioned FATF Recommendations.

During the discussion of the meeting agenda, a decision was made to develop, in cooperation with the relevant ministries and agencies, an Action Plan to be submitted to the Government of the Republic of Tajikistan, aimed at preparing the country for the third round of mutual evaluation of its AML/CFT/CPF national system.

In conclusion, the Chair of the Commission congratulated the participants on the 80th anniversary of the Victory over fascism — as a tribute to the heroic deeds of their forefathers — and called on all present to carry out their official duties with the utmost sense of responsibility.
