General Review

The national payment system is one of the main components of the financial infrastructure, providing stability and efficiency of functioning of a financial system of the country and realization of a monetary policy by effecting timely and safe payments and settlements, thereby promoting social and economic development of Republic of Tajikistan.

In this connection the National Bank of Tajikistan pays a special attention to development of payment system and bears responsibility on organization of stable and effective payment, clearing, settlement systems and money remittance in the Republic of Tajikistan, and also performs regulation and supervision of their activity.

The payment system - set of organizations, interacting according to rules of payment system with a view of realization of money transfer.

The National Bank of Tajikistan, in accordance with the Laws of the Republic of Tajikistan “On National Bank of Tajikistan” (www.nbt.tj/upload/iblock/227/zak_nbt_en.pdf), “On Banking Activities” (www.nbt.tj/upload/iblock/25f/en.zakoni.pdf), “On Payment Services and Payment System” (Zakon_khizmat_pardokhti(eng).pdf) and statutory acts, identifies the principal directions of perfection of payment system of the Republic of Tajikistan, establishes rules, forms, terms and standards at performance of non-cash and cash settlements in the Republic of Tajikistan. The Law of the Republic of Tajikistan “On Payment Services and Payment System” (dd. February 24, 2017, № 1397) establishes legal and organizational bases of payment systems operation and a procedure of granting of payment services in the Republic of Tajikistan and it is focused on creation of favorable conditions for development of payment system. Performance of payment system and mutual relations between its participants are regulated by legal acts of the Republic of Tajikistan, regulatory documents of the National Bank of Tajikistan, and also corresponding contracts.

The functionality of the payment systems and the relationship between its participants are regulated by legislative acts of the Republic of Tajikistan, regulatory documents of the National Bank of Tajikistan, as well as relevant agreements.

The participants of payment systems of the Republic of Tajikistan are the National Bank of Tajikistan, credit institutions and Central administration of the Central Treasury of the Ministry of Finance of the Republic of Tajikistan. There are more than 350 branches of the credit institutions functioning in the territory of republic.

Settlements between credit institutions, their branches can be performed by:

-correspondent accounts (subaccounts), opened with the National Bank of Tajikistan;

- direct correspondent relations, i.e. through correspondent subaccounts, opened by the credit institutions for each other, omitting the National Bank of Tajikistan;

- internal settlement systems between branches subordinated to one credit institution.

The credit institutions can perform simultaneously interbank settlements in several ways, but thus they should proceed from principles of reliability, expediency and acceleration of settlements transmission. Each credit institution (except microcredit organization and microcredit fund) shall be obliged to have a correspondent account with the National Bank of Tajikistan. The National Bank of Tajikistan carries out settlements of credit institutions and their branches on the basis “Contracts of services on interbank settlements”. The settlements between credit institutions on direct correspondent relations shall be carried out on the basis “Contracts on direct correspondent relations”. Payments on correspondent accounts of credit institutions, their branches, opened in the National Bank of Tajikistan, shall be carried out only within availability of money resources on the correspondent account of the credit institution.

One of main objectives of the National Bank of Tajikistan supports of effective, reliable and uninterrupted operation of payment system.

The National Bank of Tajikistan ensures interbank settlement services of the credit institutions and cash service of public institutions.

Interbank settlements in the territory of the Republic of Tajikistan shall be carried out through Payment System of the National Bank of Tajikistan. The participants of given payment system are the National Bank of Tajikistan, banks, Central administration of the Central Treasury of the Ministry of Finance of the Republic of Tajikistan.

Settlement services are provided by the National Bank of Tajikistan on a paid basis. Cost of services depends on time of payment documents transfer. An establishment of higher tariff at the end of business day urged to facilitate turnover acceleration of money resources and alignment of document flow volume within business day.

The established tariff rates for settlement services of the National Bank of Tajikistan, approved by Board of the National Bank of Tajikistan №191 dd. August 30, 2012 are given in the table:

* - in a case if the credit institution carries out a small amount of payments within a month and amount of bill for settlement services within a month in conformity with the set tariffs makes less than TJS 85 a credit institution shall pay for services of the National Bank of Tajikistan at a rate of TJS 85 per month.

The National Bank of Tajikistan establishes documents storage rules and terms on interbank settlements and information storage procedures concerning operations, performed in electronic payments system.

The main payment document of interbank settlements in the Republic of Tajikistan is a payment order (Forms of clearing settlements are defined by the Instruction № 193 “On clearing settlements in the Republic of Tajikistan”).
