At the initiative of the National Bank of Tajikistan, in collaboration with the Agency for State Financial Control and Combating Corruption of the Republic of Tajikistan, a Republican conference titled "Legal Enlightenment of Employees of Credit Financial and Insurance Organizations – an important factor in the fight against corruption" took place on August 30 this year. The event was held in the Conference hall of the State Unitary Enterprise Savings Bank of the Republic of Tajikistan "Amonatbank." The Conference aimed to enhance the legal enlightenment of employees within the banking and insurance sectors, recognizing it as a crucial element in the fight against corruption.
At the beginning of the Conference, Tolibzoda Firdavs Nazrimad, Chairman of the National Bank of Tajikistan, informed representatives from financial credit and insurance organizations on the progress of anti-corruption strategies. He emphasized that, during the era of independence, a series of normative legal documents were enacted to combat corruption, following the instructions and directives of Emomali Rahmon, the Founder of National Peace and Unity and Leader of the Nation, President of the Republic of Tajikistan.
To ensure the effective execution of these strategies and their corresponding action plan, the National Bank of Tajikistan consistently formulates and approves internal work plans, undertaking various activities within those frameworks. Specifically, in alignment with the State Strategy for Combating Corruption in the Republic of Tajikistan for the period of up to 2030, and the initial phase Action Plan (2021-2025), the Board of the National Bank of Tajikistan has approved a Program for Combating Corruption for the period up to 2030. Additionally, an annual Action Plan against corruption is developed by the National Bank of Tajikistan.
As part of this Strategy, the National Bank of Tajikistan is working on updating and improving legal acts, analyzing corruption risks, automating the receipt of reports from economic entities, expanding non-cash payments and digitalization, automating the payment mechanisms of duties and taxes, strengthening the responsibility of employees of credit institutions and financial institutions when granting bank loans and on this basis improving credit regulation, publishing the results of annual financial audits, promoting and improving legal training in this area, promoting anti-corruption, meetings between NBT employees and experts from the Agency for State Financial Control and Combating Corruption of the Republic of Tajikistan to organize and hold necessary measures to prevent corrupt activities.
Kamolzoda Firuz Anvarali, the Deputy Director of the Agency for State Financial Control and Combating Corruption of the Republic of Tajikistan, delivered a concise report on the Agency's operations, including an analysis of inspections and the regulatory legal framework governing the banking system. He emphasized that fostering a professional legal awareness and culture among employees of the field is crucial in preventing corruption. This approach aids in ensuring adherence to and proper execution of the regulatory legal acts that govern the sector.
Kamolzoda Firuz Anvarali expressed confidence that today's conference will not only foster a united response to these troubling issues but will also positively impact the effectiveness and quality of the work carried out by responsible individuals. He emphasized the importance of legal enlightenment and the adherence to the directives set forth by the President of the country in this regard.
Additionally, representatives from the National Bank of Tajikistan, the Agency for State Financial Control and Combating Corruption of the Republic of Tajikistan, and the State Unitary Enterprise Savings Bank of the Republic of Tajikistan "Amonatbank" delivered presentations at the Conference. The topics covered included "Measures to prevent corruption in the banking system," "Methods for combating corruption in the banking sector," "The prerequisites, factors, and circumstances surrounding corruption crimes in banking," "The experience of SUE SB RT “Amonatbonk” in implementing state anti-corruption programs," "The role of state expertise in regulatory legal acts in enhancing the legal enlightenment of banking sector employees," and "Insurance activities in the Republic of Tajikistan and the NBT's role in improving legal anti-corruption enlightenment within the insurance system."
In the final part of the event, the organizers of the Conference referred to the words of Emomali Rahmon, National Leader, Founder of Peace and National Unity: "One of the dangers that hinder the process of sustainable development of the country is corruption, which can have a negative impact on the international stage. Today, in order to reduce the level of corruption, civil society should not stand by and work more closely with government authorities to fight this shameful act.” The participants were called to take active actions as citizens against corrupt acts and direct their own knowledge and energy towards the protection of national and state interests. In fact, preventing and eliminating corrupt acts and fighting this shameful phenomenon is the task of joint work, not only of law enforcement agencies.
