On October 13, 2025, the International Conference "PLASS-Forum Digital Tajikistan" was held in Dushanbe with the support of the Agency for Innovation and Digital Technologies under the President of the Republic of Tajikistan, the National Bank of Tajikistan, and the Communications Service under the Government of the Republic of Tajikistan. More than 1,000 representatives of leading companies and government agencies from around the world have participated in the event.
Hakim Ismoilzod, First Deputy Director of the Agency for Innovation and Digital Technologies under the President of the Republic of Tajikistan, Isfandiyori Sadullo, Head of the Communications Service under the Government of the Republic of Tajikistan, Sirojiddin Ikromi, Deputy Chairman of the National Bank of Tajikistan, Parvati Ramaswamy, UN Resident Coordinator in Tajikistan; Elena V. Son-LaRocco, Executive Director of the US-Tajikistan Business Council, Anvar Mansurov, Director of Digital Government Project Management Center under the Ministry of Digital Technologies of the Republic of Uzbekistan and representatives of international companies have attended the conference.
They have discussed the current situation of the country's economy, the role of the state in shaping the digital economy, prospects for the development of a digital society, the Republic of Uzbekistan's experience in the digital transition of the public sector and the development of e-government (e-Gov), the role of the National Bank of Tajikistan in developing the digital economy and increasing access to financial services, the contribution of international institutions to the digital transition and sustainable development of the country, and the role of the US-Tajikistan Business Council in strengthening trade relations and other processes of the digital economy and trade.
In particular, in his speech at the conference, Deputy Chairman of the National Bank of Tajikistan Sirojiddin Ikromi has noted "we are living in a period of significant change – the era of the digital economy. Digitalization is no longer just a technological tool. It has become the foundation of economic stability, transparency and the effectiveness of government. The financial sector plays a key role in this process. The National Bank of Tajikistan, as the regulator of the banking system, in cooperation with government agencies, has taken significant steps in recent years to strengthen legislation, payment infrastructure, implement modern technologies and create favorable conditions for citizens."
At the conference the Payment System Development Strategy for 2015–2025 and the National Financial Inclusion Strategy for 2022–2026 were adopted, which today have become the main pillars of the country's financial policy.
At the same time, the approval of Decree No. 586 of President of the Republic of Tajikistan dated June 22, 2023, "On measures to expand non-cash payments" is an important step in the development of the digital economy. According to this Decree of President of the Republic of Tajikistan Emomali Rahmon, all government payments and paid government services must be made exclusively in non-cash form. This initiative will take state financial policy to a new level and will go down in the country's economic history as a key and strategic turning point and a sustainable step toward a transparent digital economy.
It is important to note that the National Bank of Tajikistan, with a direct support of the Government and under the wise leadership of Leader of the Nation, will enter a new phase of innovation in 2025. The focus will be on strengthening the payment infrastructure, increasing trust and financial inclusion, and a number of projects are planned to be implemented in this area, representing Tajikistan's next steps towards a secure and integrated digital economy.
It is worth noting that the Forum's panel discussion participants discussed topics such as "Development of the Payment System of the Republic of Tajikistan," "Development of Artificial Intelligence in the Central Asian Financial Market in 2025: A Study of Central Banks," "Banking Services in the Next 5 Years. Trends, Development, and Expectations," "Future of Payments: From Stability to Innovation," and "Security and Cybersecurity in the Banking System and Payment Sector. Role and Tasks of Market Participants in Ensuring It." "New Cybersecurity Strategies for 2025," "Regulation of Financial Technologies at the Current Stage of Digital Transition in the Republic of Uzbekistan," "Transition of Banks and Public Services to Digital Networks: Obstacles and Solutions (Experiences of Russia and Uzbekistan)," "E-Commerce in Central Asia. Opportunities for New Business Strategies and Technologies," "Logistics in the Era of Digital Tajikistan: Digital Transition and Development of a Green Economy – the Path to a Sustainable Future," and "Role of Digital Technologies in Improving Energy Efficiency and Promoting a Green Transition in Tajikistan" and exchanged views.
It should be noted that in recent years, the Republic of Tajikistan has made significant progress in digitalization, including the modernization of e-government, creation of a national payment system, and the development of financial technologies. The purpose of holding such conferences is to provide a platform for the discussion and consideration of important issues in this area in the region.
