Constitution is the expression of the people's benefits and the primary legal source of state power


On November 5, 2025, a festive occasion dedicated to Constitution Day of the Republic of Tajikistan was held at the National Bank of Tajikistan. The management of the National Bank of Tajikistan, Chairman of Legislation and Human Rights Committee, Majlisi Namoyandagon of Majlisi Oli of the Republic of Tajikistan, Shohmurod Rustam and staff members of the NBT have attended the meeting.

In his congratulatory speech, the Chairman of National Bank of Tajikistan, Firdavs Tolibzoda, has noted that "in the history of every state and nation, the adoption of a constitution is considered a historic date that determines the path of further development of society. The Constitution of the Republic of Tajikistan was adopted on November 6, 1994, as a result of a nationwide referendum and marked the beginning of a new stage in the development of Tajik statehood. As the Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan Emomali Rahmon, emphasized: "The significance of this important historical document is expressed, first and foremost, in the fact that it was adopted for the first time by the people themselves through the free expression of the will of the country's citizens."

It was noted that the Constitution, as the fundamental law of the state, defines the foundations of the country's political, legal, socioeconomic, and cultural systems and is a symbol of independence, justice, and national unity. Its adoption led to fundamental changes in the history of national statehood, contributed to the creation and development of Tajik national statehood and its integration into the global community, and played a historic role in protecting national and state interests, ensuring peace and stability, national unity and human rights and freedoms.

Shohmurod Rustam, the Chairman of Legislation and Human Rights Committee, Majlisi Namoyandagon of Majlisi Oli of the Republic of Tajikistan, has noted that the Constitution of the Republic of Tajikistan is the nation's passport and the foundation of national statehood. It was developed based on national ideals and universal values ​​and has become a solid legal foundation for building a democratic, legal, and secular state. Since its adoption, the Republic of Tajikistan has been able to shape its political and social structure based on law, justice, and the protection of human rights. Today, the Constitution of the Republic of Tajikistan regulates the activities of all government authorities, from the Majlisi Oli, the President, the Government, local government bodies, and local self-government bodies, to the courts and the prosecutor's office. All government authorities operate only within the powers provided by the Constitution. This principle is called the "rule of law" and forms the basis of social justice.

Following the meeting, representatives of the Bank's youth and women's organizations delivered presentations. It was noted that the Constitution of the Republic of Tajikistan is recognized as one of the best constitutions in the world, and in the 31 years since its adoption, the country has achieved great success in all spheres of political, economic, social, and cultural life under the leadership of the Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan, Emomali Rahmon. The Constitution, as a programmatic document of the state and society, provides for the development prospects of our independent country for many years to come. It was also emphasized that it is thanks to the Constitution that the state remains stable, society remains united, and future generations will live in an atmosphere of peace and security. Therefore, observing and protecting the Constitution is the duty of every patriot.

In conclusion, the Chairman of National Bank of Tajikistan called on the meeting participants to strictly adhere to the laws, primarily the provisions of the Constitution. It was noted that the Constitution reflects the highest interests of the people, is the primary legal source of state authority, protects the national ideas and values ​​of the people, and its observance and enforcement are considered an important condition for building a law-based society.
