On December 2, 2025, a working meeting was held under the leadership of Gulbahor Naziri, Deputy Chairman of the National Bank of Tajikistan with participation of Dilovar Rabizoda, Deputy Head of Anti-Corruption Department, Agency for State Financial Control and Combating Corruption of the Republic of Tajikistan, heads of departments, employees responsible for implementing the State Anti-Corruption Strategy in the Republic of Tajikistan from the central office and representatives of the bank's regional branches, who joined the meeting remotely.
It was discussed issues related to preventing and eliminating the causes and conditions conducive to corruption as well as the implementation of the State Anti-Corruption Strategy in the Republic of Tajikistan through 2030. Participants have discussed the negative impact of corruption on the country's socioeconomic development, its consequences and ways to strengthen the fight against this undesirable phenomenon.
In his speech, Gulbahor Naziri, Deputy Chairman of the National Bank of Tajikistan, has noted that corruption is a serious obstacle to societal development, undermines trust, destroys the economic environment and contradicts the principles of social justice. Therefore, from the first days of independence in Tajikistan, thanks to the constructive initiatives of the Founder of Peace and National Unity – Leader of Nation, President of the Republic of Tajikistan, honorable Emomali Rahmon, a solid legal and organizational framework for combating corruption was established.
Furthermore, Bustonali Kholiqov, Deputy Director of the NBT Internal Audit Department, has addressed the participants on the State Anti-Corruption Strategy, recalling that, in accordance with Decree No. 222 of President of the Republic of Tajikistan dated from August 3, 2021, the State Anti-Corruption Strategy for the period up to 2030 was approved, and the National Bank of Tajikistan, as a regulating body, annually develops and implements internal administrative plans for its implementation. This year, the Board of the National Bank of Tajikistan also has approved the Anti-Corruption Action Plan and implementing it.
D.N. Rabizoda, Deputy Head of Anti-Corruption Department, Agency for State Financial Control and Combating Corruption, also spoke about the need and importance of adopting and implementing the Strategy, noting the serious and detrimental consequences of this phenomenon. He has explained mechanisms for preventing corruption using specific examples and called on forum participants to actively support this effort.
At the same time, Deputy Chairman of the National Bank of Tajikistan Gulbahor Naziri, also has emphasized that the fight against corruption is not solely the responsibility of law enforcement authorities, every citizen must confront this phenomenon and contribute to its prevention.
Following the speech by the Leader of Nation, His Excellency Emomali Rahmon, it was noted that neutrality in the fight against corruption is unacceptable and that everyone must contribute to the process of developing an anti-corruption mindset.
At the conclusion of the meeting, the need for continued strengthening of outreach efforts, enhancing legal awareness and creating an uncompromising atmosphere against corrupt practices was emphasized.
