Summing up the results of banking system's activities for 2025


On January 8, 2026, an enlarged meeting was held under the leadership of Firdavs Tolibzoda, Chairman of the National Bank of Tajikistan, with participation of Nematullo Hikmatullozoda, Assistant to President of the Republic of Tajikistan on Economic Issues, Firuz Sharifzoda, First Deputy Chairman of the National Bank of Tajikistan, Sirojiddin Ikromi, Gulbahor Naziri, Daler Murodalizoda – Deputy Chairmen of the National Bank of Tajikistan, heads of regional branches of the National Bank of Tajikistan, heads of credit financial institutions, Association of Banks of Tajikistan, Association of Financial Institutions of Tajikistan, Deposit and Savings Insurance Fund of Tajikistan, and credit history bureaus to summarize the results of the banking system's activities for 2025 and outline the objectives for the first half of 2026.

The Chairman of the National Bank of Tajikistan first has expressed gratitude to the Founder of Peace and National Unity – Leader of Nation, President of the Republic of Tajikistan, Emomali Rahmon, for his continued support for the development of the banking system. He has noted that in 2025, the National Bank of Tajikistan carried out its activities in accordance with banking legislation and objectives outlined in the Message of President of the Republic of Tajikistan to the Majlisi Oli "On main directions of domestic and foreign policy," as well as "On main directions of monetary policy of the Republic of Tajikistan for 2025 and the medium term."

It was noted that in 2025, despite the challenging political and economic situation globally, the Government has implemented the necessary measures to ensure stable economic and financial development at an appropriate level. The National Bank of Tajikistan also pursued a balanced monetary policy to stabilize the national currency exchange rate, ensure the reliable functioning of the country's banking system, and maintain low inflation.

The Chairman of the National Bank of Tajikistan also noted that the Head of State's latest Message "On main directions of domestic and foreign policy" placed particular emphasis on the digitalization of national economic sectors, development of digital technologies, and the expansion of non-cash payments. The National Bank of Tajikistan and credit institutions were instructed to take additional measures to attract the largest possible volume of investment into the banking system, deposits from individuals and legal entities, further increase lending to priority sectors of the economy, particularly industrial entrepreneurship, and improve mechanisms for developing the mortgage lending market.

"The tasks set for the country's banking system by the Leader of Nation in his latest Message, at Government meetings, and during trips and meetings throughout the country's regions require high professionalism from each of us, and timely measures must be taken to fulfill the instructions and directions in this field," has emphasized Firdavs Tolibzoda. Then, the heads of a number of structural subdivisions of the National Bank of Tajikistan (Director of Banking Supervision Department Z.Kh. Abdulloev, Head of Financial Stability Management N.M.Kurbonalieva, Director of International Reserves Management and Exchange Rate Policy Department Z.G. Boyakov, Director of Financial Monitoring Department H.S.Mirzoaliev, Director of Payment System Department Sh.K.Salohiddinov, Director of Information Technology Department D.B.Ghaniev and Head of Financial Services Consumer Rights Protection Management A.A.Hakimzoda) have made presentations on the banking system situation in 2025, ensuring financial stability, implementing exchange rate policy, activities of credit financial institutions in the field of financial monitoring, implementing an effective payment system policy and preventing cyber threats, and assessing the activities of the banking system.

During the discussion of these issues, representatives of credit financial institutions were given specific instructions and guidelines on measures to reduce the share of non-performing loans, improve software, fight against fraud and cyberattacks, increase the share of profitable assets, ensure information security, promptly comply with NBT instructions, increase lending to various sectors of the economy, and improve the quality of banking services.

In his speech, Nematullo Hikmatullozoda, Assistant to the President of the Republic of Tajikistan on Economic Issues, has noted that the banking system makes a significant contribution to the effective implementation of state and government economic policy, ensuring sustainable socioeconomic development of the country, replenishing the state budget, developing the private sector, developing entrepreneurship, and addressing social issues.

It was noted that the key indicators of the banking system in 2025 have improved, and the range of services provided has expanded. At the same time, it was noted that, despite this, in order to ensure the stable functioning of the banking system and promote the development of the national economy, credit financial institutions should take the necessary measures to fully digitalize the banking services system in all regions of the country and widely use financial technologies, as well as to improve the level and quality of banking services.

The heads of credit financial institutions were then instructed to take appropriate measures to ensure the stable functioning of the banking system, strengthen internal control and risk management, strengthen the capital base and attract the largest possible volume of investments, establish strict control over foreign exchange transactions, conduct a comprehensive audit of the information technology sector, prevent fraud, expand the non-cash payment infrastructure in all regions of the republic, promptly resolve complaints and appeals related to banking services, and direct all efforts to effectively implement monetary policy and develop the banking system.

Finally, the Chairman of the National Bank of Tajikistan, Firdavs Tolibzoda, has called on the participants to contribute to the implementation of the instructions and directions set out in the Message of the Head of State, President of the Republic of Tajikistan, His Excellency Emomali Rahmon, to ensure the sustainable development of the economy of our beloved country.
