Working meeting on the insurance system's performance in 2025


On January 8, 2026 a working meeting was held at the National Bank of Tajikistan under the leadership of Sirojiddin Ikromi, Deputy Chairman of NBT with participation of heads of insurance institutions to discuss the insurance system's performance in 2025, its achievements and future development.

In his speech, the Deputy Chairman of NBT Sirojiddin Ikromi has noted that despite the challenging global economic and political situation and climate change in various regions, the country's key macroeconomic indicators for the past year were summarized positively, and the insurance system continued its steady development trend. It was noted that the National Bank of Tajikistan implemented a number of important measures for the reporting year to implement the Government of the Republic of Tajikistan's policy toward further reform of the insurance system. In particular, in order to expand non-cash payments, amendments were made to the Law of the Republic of Tajikistan "On insurance activities" in conjunction with the Ministry of Finance, providing for non-cash insurance transactions.

Also, in 2025, a number of regulatory legal acts were developed and adopted, including the "Procedure and Standards for Deducting Contributions to Insurance Reserve Funds," "Procedure for Preparation and Submission of Financial Reports", "Chart of Balance Sheet Accounts for Insurance (Reinsurance) Institutions", "Description of Balance Sheet Accounts for Insurance (Reinsurance) Institutions" and "List of Recommended Information for Inclusion in the Insurance Policy." These acts ensure a modern accounting and financial reporting process in the industry, taking into account the efficient use of insurance resources.

The developed regulatory legal acts contribute to the formation of the basic infrastructure of the country's insurance system and the elimination of uncertainties in the insurance operations as well as increasing confidence in the financial and economic accounting of insurance institutions operating in the country. The above-mentioned regulatory legal acts facilitate the full transition to digitalization of public financial management, implementation of international accounting and financial reporting standards across all economic entities, regardless of ownership, as outlined in the latest Message of the Founder of Peace and National Unity – Leader of Nation, President of the Republic of Tajikistan, His Excellency Emomali Rahmon.

It was further noted that, to ensure sustainable development of the sector, a draft "Strategy of the National Bank of Tajikistan for Development of the Insurance System in the Republic of Tajikistan for 2026–2030" has been developed, outlining the medium-term prospects for the development of the insurance system.

Another important innovation in the sector over the past year has been the digitalization of insurance activities, which is considered one of the strategic goals of the Government of the Republic of Tajikistan. To this end, the National Bank of Tajikistan and the Agency for Innovation and Digital Technologies under the President of the Republic of Tajikistan have developed a "Unified Electronic Insurance System," which is currently in the final stages of implementation. Initially, the "Database of Compulsory Civil Liability Insurance of Vehicle Owners" will be connected to this system, and subsequently, all types of insurance will be gradually included.

Then, Boburkhon Boboev, Head of Insurance Supervision Management, has delivered a presentation on performance of the insurance system in the Republic of Tajikistan for 2025. He has provided the detailed information on coverage of the country's insurance system, key performance indicators, compliance with legal requirements and prudential standards by the insurance supervisory authority, monitoring of the elimination of existing deficiencies in the insurance system, and prospects for its development.

During the discussion, representatives of insurance institutions presented reports on the elimination of existing deficiencies and the achievement of set objectives. They were also instructed to take the necessary measures to improve service quality, transition to a digital system, process policyholder appeals in accordance with legal requirements, ensure transparency, implement modern services, establish branches and representative offices, strengthen public awareness campaigns, and implement all insurance transactions in a cashless form.

Summarizing the meeting, Deputy Chairman of the National Bank of Tajikistan Sirodjiddin Ikromi has emphasized that insurance institutions must take the necessary and effective measures to achieve the goals set by the Government, implement plans and objectives, and transform the insurance system into an important and developed sector of the country's financial system.
