Banking System Performance Summary for the First Half of 2026


On July 13, 2026, a meeting was held at the National Bank of Tajikistan, chaired by Firdavs Tolibzoda, Chairman of the NBT, to summarize the banking system's performance for the first six months of 2026 and set objectives for the second half of the current year. Nematullo Hikmatullozoda, Aide to the President of the Republic of Tajikistan on Economic Issues; Firuz Sharifzoda, First Deputy Chairman of the National Bank of Tajikistan; Deputy Chairmen Sirodjiddin Ikromi, Gulbahor Naziri, and Daler Murodalizoda; and heads of credit and financial institutions attended the meeting.

Opening the meeting, the Chairman of the National Bank of Tajikistan first expressed gratitude to the Founder of Peace and National Unity, Leader of the Nation, President of the Republic of Tajikistan, the honorable Emomali Rahmon, for his continued support of the banking system. He noted that in the first half of 2026, the regulator carried out its activities in accordance with industry legislation, the objectives stated in the President’s Message on the Main Directions of Domestic and Foreign Policy, as well as the requirements of the Main Directions of the Monetary Policy of the Republic of Tajikistan for 2026 and the Medium Term.

It was noted that despite ongoing global economic uncertainty and geoeconomic risks, the country's banking system remained stable in the first half of 2026. This resilience was a direct result of the consistent economic policies implemented by the Government of the Republic of Tajikistan and the measures taken by the National Bank of Tajikistan, allowing key sector indicators to maintain positive dynamics. During the reporting period, the National Bank of Tajikistan pursued a balanced monetary policy. This approach aimed to sustain moderate money supply growth, stabilize the national currency exchange rate, ensure the reliable functioning of the banking system, and keep inflation low—a vital factor for economic development and improving public well-being.

During the meeting, the heads of the structural divisions of the National Bank of Tajikistan presented analytical reports on the following key areas:

• banking system indicators;

• fulfillment of objectives set for financial and credit institutions;

• implementation of the Strategy for the Development of Financial and Credit Institutions for 2022–2026;

• financial stability and implementation of foreign exchange policy;

• financial monitoring activities;

• effective functioning of the payment system and the state of information systems;

• assessment of banking system services in the first half of 2026. The heads of the following divisions presented their reports:

• Z.Kh.Abdulloev – Director of the Banking Supervision Department;

• N.M. Qurbonalieva – Head of the Financial Stability Management;

• Z.G.Boyakov – Director of International Reserves Management and Foreign Exchange Policy Department;

• G.S. Mirzoaliev – Director of Financial Monitoring Department;

• Sh.K.Salokhiddinov – Director of the Payment Systems Department;

• D.B. Ganiev – Director of Information Technology Department;

• A.A. Hakimzoda – Head of Protection of Financial Services Consumers' Rights Management.

During the discussion, the heads of credit and financial institutions were given specific instructions and guidelines aimed at fully complying with the requirements of the legislation and regulations of the National Bank of Tajikistan. They were also tasked with strengthening the risk management system, developing digital services, expanding non-cash payments, improving the quality of banking services, advancing information security and cybersecurity, attracting more investments and deposits, reducing loan interest rates, improving public access to financial services, and promptly processing citizen complaints.

The meeting also focused on monitoring cross-border transactions, adhering to international compliance requirements, and combating money laundering. The issues of risk mitigation, strengthening measures to combat financial fraud, and curbing the activities of intermediaries were also discussed.

Aide to the President of the Republic of Tajikistan on Economic Issues, Nematullo Hikmatullozoda, also noted in his speech that the banking system plays a crucial role in the effective implementation of the state's economic policy. According to him, it makes a huge contribution to ensuring the country's sustainable socio-economic development, replenishing the state budget, solving social problems, as well as developing the private sector and entrepreneurship

In conclusion, Firdavs Tolibzoda, Chairman of the National Bank of Tajikistan, emphasized the need to continuously develop credit and financial institutions and take effective measures to implement the objectives set forth in the Message of the President of the Republic of Tajikistan, government decrees, and NBT regulations. He also noted the importance of the timely implementation of the National Financial Inclusion Strategy (2022–2026) and the Financial Literacy Improvement Program (2026–2030) to ensure the stability of the financial system, the growth of digital services, and the sustainable development of the national economy.
