Anti-Corruption Culture Viewed as a Key Component of Professional Responsibility at the National Bank of Tajikista

On October 9, 2026, a training seminar on Combating Corruption and Strengthening an Anti-Corruption Culture was held at the National Bank of Tajikistan. The event aimed to enhance legal awareness, strengthen professional responsibility, and foster a robust anti-corruption culture among staff. Participants included employees from the central office and regional branches of the National Bank of Tajikistan. Discussions focused on preventing corruption-related factors, ensuring compliance with legislative requirements, reinforcing the principles of transparency and fairness, and enhancing professional responsibility within the scope of official duties.

During the seminar, particular attention was directed toward the State Strategy for Combating Corruption in the Republic of Tajikistan (covering the period up to 2030) and the Action Plan for the implementation of this Strategy during its second phase (2026–2030). In this context, discussions were held regarding the goals and directions of state anti-corruption policy, as well as the necessity for the consistent implementation of preventive measures within the operations of government authorities, organizations, and institutions. It was emphasized that the effective realization of the Strategy’s objectives and associated measures depends directly on the level of employees' legal awareness, strict adherence to legislative norms, a sense of responsibility, and their approach to fulfilling professional duties.

During the seminar, information was also presented concerning the legal, economic, and social consequences of corruption. It was noted that corruption negatively impacts the effective functioning of state and public institutions, potentially leading to a decline in public trust in government authorities, disruption of fair competition, and the inefficient use of resources. In this regard, the importance of raising employee awareness—concerning the forms and manifestations of corruption, methods for its prevention, and the legal repercussions of such actions—was underscored.

During the session, discussions also covered adherence to professional ethical standards, the responsible exercise of official duties, the protection of the interests of the state and the organization, and the prevention of situations that could negatively affect public trust. It was emphasized that combating corruption is not solely the duty of designated authorities, but a responsibility shared by every citizen. In this regard, every citizen—within the scope of their own authority—must act responsibly by upholding the law, preventing corrupt practices, and safeguarding the lawful interests of the state and society.

In this context, the creation of a healthy work environment—grounded in legality, transparency, impartiality, accountability, and adherence to ethical and professional standards—is considered a key factor in preventing corruption. It is worth noting that conducting training initiatives focused on anti-corruption efforts creates a favorable foundation for enhancing employees' legal literacy and awareness, strengthening an anti-corruption stance, mitigating corruption risks, and fostering a transparent and accountable work environment.
