Assignment Title: International Consultant to design new NBT's Information Communication Technology Infrastructure for Banking Supervision, elaboration and implementation IT specifications.

The Republic of Tajikistan has received Grant toward the cost of the Private Sector Competitiveness Project, and it intends to apply part of the proceeds to payments for consulting services. The services include support to the National Bank of Tajikistan (NBT) in the elaborating the IT (hardware and software) needs assessment for the Banking Supervision Department, design, procurement and implementation of an improved IT system (both hardware and software) for banking supervision (Information Communication Technology Infrastructure - ICTI) and training the relevant staff, which will contribute to supervise remotely (online/direct access to) over the banks operations in the Republic of Tajikistan by: (i) improving efficiency and transparency of bank operations; and (ii) supporting the stability of the banks.
The International IT Consultant will assist the NBT in preparation of Bidding Documents; evaluating bids; conducting contractual negotiations with the successful bidder; and the launching of the system.
National bank of Tajikistan (NBT) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information demonstrating that they are qualified to perform the Services.
Requirements:
Practical experience (not less than 5 years) in the implementation of Banking System;
The attention of interested Consultants is drawn to paragraphs 1.9 and 1.11 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers published in January 2011.("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest and eligibility.
Consultants may submit their REOI as an individual firm or in association in the form of a joint venture or sub consultancy. All the members of the joint venture shall be jointly and severally liable for the entire assignment. However, the experience of sub-consultant will not be considered while short-listing.
A Consultant will be selected in accordance with the selection of Individual Consultants (IC) method set out in the Consultant Guidelines.
