Extension of clearing settlements with use of payment cards

Working meeting on clearing settlements with use of bank payment cards under the leadership of Mr. Hamidullo Mashrabzoda, NBT Deputy Chairman and with participation of representatives of the credit institutions of the country has taken place on August 1, 2017 in National bank of Tajikistan.

At the beginning of the meeting Mr. Hamidullo Mashrabzoda, NBT Deputy Chairman has acted with the report on performance of the Decree of the Government of the Republic of Tajikistan as of December 31, 2014, №815 “On expansion measures of clearing settlements with use of bank payment cards” and performance of Instruction of NBT by the credit organisations in this direction.

Having noted a current situation of payment cards market and performance of the abovementioned Decree and Instruction, Mr. H. Mashrabzoda has underlined necessity of increase of non-cash operations share for the country financial system.

Then, presentation on ”Clearing settlements with use of bank payment cards” with instructions of statistical data on the basic indicators of payment cards market, comparative comparison of statistical data to neighbouring countries, quarterly report on installation of electronic terminals on trading-service establishments by the credit institutions, execution progress of NBT Instruction and results of the executed works of Joint Group of NBT and the Tax Committee under the Government of the Republic of Tajikistan on realisation of the Resolution №815 has been presented.

It has been noted that high tariff rates on installation and use of electronic terminals, unsatisfactory propaganda works of the credit institutions among the trading-service establishments, insufficient experience of trading-service establishments’ cashiers and deferred maintenance of electronic terminals are the basic problems preventing increase of clearing settlements share.

At the end of the meeting, credit institutions were instructed to reconsider bank tariffs, including interbank tariffs of National Payment System “KORTI MILLI” and to increase quantity of modern bank services with use of payment cards. Also take all necessary measures for performance of NBT Instruction in the given direction.
