Meeting at the National Bank of Tajikistan

On December, 27th of the present year at the National Bank of Tajikistan took place working meeting with heads of ministries participation: Ministry of Agriculture and Environment Protection, Ministry of Justice, Ministry of Finance, Ministry of Economic Development and Trade, Ministry of Water Resources and Land Reclamation , Agency for Land Tenure, Geodesy and Cartography, representatives of the Executive Office of the President RT, the National Bank of Tajikistan and commercial banks of the republic.

At the meeting was considered all spectrum of the issues touching the implementation of the Head of the state instructions on providing with financial resources branches of agriculture. These issues have been stated by the President of the country during the last meeting with entrepreneurs and businessmen. Concerning the new financing mechanism of agricultural sector, participants of the meeting suggested applying Certificates of Secure Land Use, and exploiting land as the pledge during credits reception. But first of all, for decision of this question, it’s necessary to create Stock Exchange on selling the above-named Certificates.

It was offered to develop and present Instruction on the granting credits procedure for agriculture sector, simplification the settlement account opening procedure to cotton-and other crops growing farms in banks and credit organizations, to develop recommendations on economic efficiency and productivity of agricultural crops, having high profitableness in the regions of Tajikistan, to develop the accounting report instruction for individual farms, to create simplified establishment mechanism for individual farms and certificates issuing, to develop an standing order on exploiting land as the pledge.

Under Chairman of the National Bank of Tajikistan M.Alimardon’s suggestion, participants of the meeting have come to agreement that for rapid decision of the above-stated challenges, it is necessary to create two working groups, consisting of leading experts of the ministries, agencies and banks. These working teams will have to study all legal and economic components of the discussed issues and represent their offers to the Republic Tajikistan Government at a stated time.
