At the initiative of the Financial Monitoring Department the seminar for the Association of lawyers of the Republic of Tajikistan, lawyers and state notaries on “Anti-money Laundering and Combating Terrorism Financing and Proliferation of Weapons of Mass Destruction Financing Prevention (AML/CFT/PWMDFP)” has taken place on August 7, 2018 in the National Bank of Tajikistan.

Mr. Faizullozoda F., Director of Financial Monitoring Department of the National Bank of Tajikistan has opened the seminar with a salutatory word and noted that the National System of the country on AML/CFT/PWMDFP is on extremely complicated period, and maintenance of a stable condition of the given system depends on effective work of corresponding state bodies and organizations, carrying out operations with money resources and other properties, including lawyers and state notaries. Besides, Faizullozoda F. has underlined, that armed conflicts in the Middle East, appearance of the so-called Islamic State has given a basis for terrorism development. Consequences of the given negative phenomenon have not left the Republic of Tajikistan aside. Recent act of terrorism in Dangara in relation to foreign tourists once again reflects the negative nature of the above-stated phenomenon.

Further, presentations on following themes have been presented to participants:

• International Standards on the sphere of AML/CFT/PWMDFP;
• Legislative Requirements on the sphere of AML/CFT/PWMDFP;
• National Assessment of Risks of ML/FT;
• Procedure of presentation of information to Financial Monitoring Department;
• Check of organizations, carrying out operations with money resources and other property in sphere of AML/CFT/PWMDFP.

For the purpose of acquaintance of participants with present position of terrifying and severe consequences of terrorism and extremism, which became a global problem in the present-day world, Financial Monitoring Department have demonstrated a video-tape on counteraction to terrorism and violent extremism.

After video-tape viewing, Faizullozoda F. has answered the questions asked by participants. At the same time participants of a seminar have reacted to recent act of terrorism in Dangara with foreign tourists.

In turn, Nuritdinov S., Chairman of the Lawyers Association of the Republic of Tajikistan has expressed gratitude to the parties and management of the National Bank of Tajikistan for high level seminar and has noted that holding of similar seminars improves experts’ knowledge level. At the same time for strengthening of AML/CFT/PWMDFP system, participants proposed to continue holding of similar seminars in the future.

At the end of seminar Faizullozoda F. has thanked participants and noted that the Financial Monitoring Department is ready to work with ministries and agencies of the country for development of mutually advantageous cooperation in AML/CFT/PWMDFP system.
