Meeting of Coordination Council on National Financial Inclusion Strategy of the Republic of Tajikistan

On September 26, 2023, the meeting of Coordination Council on National Financial Inclusion Strategy of the Republic of Tajikistan was held at the National Bank of Tajikistan under the leadership of Chairman of the Council - Chairman of National Bank of Tajikistan Kholiqzoda Hokim Hikmatullo with participation of Nematullo Hikmatullozoda, Assistant to the President of the Republic of Tajikistan on economic issues.

The Minister of Justice of the Republic of Tajikistan Muzaffar Ashuriyon, Minister of Finance of the Republic of Tajikistan Fayziddin Qahorzoda Sattor, Minister of Economic Development and Trade of the Republic of Tajikistan Zavqi Zavqizoda, Minister of Education and Science of the Republic of Tajikistan Rahim Saidzoda, Minister of Labor, Migration and Employment of the Republic of Tajikistan Gulnora Hasanzoda , Chairman of the State Committee on Investments and State Property Management of the Republic of Tajikistan Sadi Qodirzoda, Chairman of Tax Committee under the Government of the Republic of Tajikistan Nusratullo Davlatzoda, First Deputy Chairman of Statistics Agency under the President of the Republic of Tajikistan Nurullo Aso, Deputy Chairman of Television and Radio Committee under the Government of the Republic of Tajikistan Suhrob Alizoda, head and members of the Strategy Executive Committee and heads of working teams, heads of structural subdivisions of the Central Office of National Bank of Tajikistan have participated the meeting.

At the meeting the issues were considered on making changes to the composition of main members of the Coordination Council, electing deputy chairmen of the Coordination Council of the National Financial Inclusion Strategy of the Republic of Tajikistan, a report on progress of implementing items of the Action Plan for implementation of the National Financial Inclusion Strategy of the Republic of Tajikistan for 2022 and first half of 2023 as well as other current issues.

Chairman of the Council Hokim Kholiqzoda has opened the meeting and noted that as part of the effective implementation of National Development Strategy of the Republic of Tajikistan for the period until 2030 and ensuring the performance of provisions of the Medium-term Development Program of the Republic of Tajikistan for 2021-2025, by the Resolution of Government of the Republic of Tajikistan dated from July 1, 2022, No. 314 it was approved the National Financial Inclusion Strategy of the Republic of Tajikistan for 2022-2026. In this regard, the implementation of reasonable policies in this direction can help ensure the stability of financial systems.

He also noted that in order to transition to a system of non-cash payments, the Decree of President of the Republic of Tajikistan dated from June 22, 2023, No. 586 “On measures to expand non-cash payments” was approved, which strengthened the expansion of financial inclusion in the country.

The main goal of financial inclusion is to increase accessibility and provide quality financial services, which play an important role in the development and stability of the financial sector, improving the business environment and social security of the population, developing human capital and increasing the level of financial literacy.

It was emphasized that one of the management bodies of the National Financial Inclusion Strategy is its Executive Committee, whose task is to carry out the daily management of activities on the Strategy, arrange and support the activities of the Coordination Council and working teams.

Continuing the meeting, the Council members have discussed and supported the issues on amending the main composition of Coordination Council of National Financial Inclusion Strategy of the Republic of Tajikistan.

The Minister of Justice of the Republic of Tajikistan Muzaffar Ashuriyon and Minister of Finance of the Republic of Tajikistan Faiziddin Qahhorzoda were elected as Deputy Chairmen of Coordination Council of National Financial Inclusion Strategy of the Republic of Tajikistan.

Then, the Head of Executive Committee of National Financial Inclusion Strategy - Deputy Director of Research and Scientific Institute of National Bank of Tajikistan Gulnora Salomzoda has made a detailed presentation on progress in implementing the items of Action Plan for implementation of the National Financial Inclusion Strategy of the Republic of Tajikistan for 2022 and the first half of 2023.

It was noted that this Report was prepared on the basis of information provided by relevant ministries, departments and institutions, credit financial institutions, structural subdivisions of National Bank of Tajikistan and working teams of the National Financial Inclusion Strategy.

During the discussion of progress in the implementing relevant items of the Action Plan of National Financial Inclusion Strategy of the Republic of Tajikistan, the majority of members of Coordination Council of National Financial Inclusion Strategy of the Republic of Tajikistan have taken the floor and presented their proposals.

At the end of the meeting, Assistant to President of the Republic of Tajikistan for Economic Affairs Nematullo Hikmatullozoda has taken the floor and called on Council members to make a contribution to ensuring the timely and effective fulfilling of the Action Plan for implementation of the National Financial Inclusion Strategy of the Republic of Tajikistan for 2022-2026.
